McGinn lashes out at backpage.com after Seattle Times editorial
Seattle Mayor Mike McGinn lashed out Monday at backpage.com, a website that says it’s trying to stop child prostitution but that McGinn says it promoting it.
The city is apparently so frustrated, that the mayor called a late-afternoon news conference, following an opinion piece by backpage’s lawyer that ran in The Seattle Times earlier in the day.
McGinn waved a print-out of the editorial at the beginning of the news conference. He noted that backpage earns more than $22 million per year by advertising adult escort services online.
According to the essay in The Times, the company goes through a system of triple-checking the identities of escorts who are allowed to post ads, and that online advertising helps police to find underage prostitutes.

Crowley Maritime Corporation reports that Julia Shemesh has been promoted to vice president and deputy general counsel. Ms. Shemesh will remain in Seattle, Wash., and will continue reporting to Michael Roberts, senior vice president and general counsel, who works out of Crowley’s corporate headquarters in Jacksonville, Fla.  
In her new role, Ms. Shemesh will primarily be responsible for providing advice and support on legal issues affecting company business on the West Coast, including petroleum distribution, marine solutions, and harbor ship assist and tanker escort services. She will also play an active role assisting in the continued expansion of Jensen Maritime, a Crowley subsidiary specializing in full-service naval architecture and marine engineering services.
“Julia has done a remarkable job as corporate counsel and is a key member of the Crowley team,” said Mr. Roberts. He noted Shemesh’s energy and focus on simplifying the contracting process, and offering creative solutions in several projects.

Internet Law Wash. Governor Signs Bill Seeking to Stop Underage Escort Ads; Backpage.com Cites Federal Protection
Washington Gov. Christine Gregoire has signed a first-of-its-kind law that tackles child sex trafficking through regulation of advertising.
The law requires websites and print publications that advertise escort services to get documentation that the escorts are at least 18, according to the Seattle Times and the New York Times. The law makes it a crime for classified advertising representatives to publish escort ads without making a good-faith attempt to verify ages, the Seattle Times says.
The law is primarily aimed at Backpage.com and its escort advertising. Lawyers for corporate owner Village Voice Media say the law conflicts with the federal Communications Decency Act, which protects websites that post content by third parties.
Connecticut is among other states considering similar legislation, the New York Times says.

Guam – Attorney General of Guam Leonardo Rapadas joined in
on the Anti-Human trafficking summit this week in Seattle, Washington.
The National Association of Attorneys General hosts the event. Rapadas was delegated
the honor of moderating a panel on the best practices of prosecuting traffickers.
He states, “The successful ‘triage’ of
trafficking cases requires coordination between federal,
state, and local law enforcement and prosecutors, an understanding of the charging
tools available, and training in successful trial advocacy strategies.”
AG Rapadas also spoke to the Senior advisor to the Secretary
of State and Director of the office to monitor and combat trafficking in persons
Ambassador Luis DeBaca.
Human trafficking involves several forms of slavery that
include coercing or forcing victims into prostitution, subjecting victims to slavery
or forms of indentured servitude, compelling victims to commit sex acts for the
purpose of creating pornography, and misleading victims into debt bondage.

Amanda Kloer, campaign director at Change.org, said the campaign was started by more than 650 faith leaders on Change.org in 2011, and thousands have come together because “they consider sex trafficking a common moral issue.”
The religious leaders and their supporters also plan to deliver 100 pairs of girls’ shoes to represent the “unseen victims of child sex trafficking in the United States.”
Village Voice Media has defended the site, most recently responding to a March 17 article in The New York Times.
“Backpage dedicates hundreds of staff to screen adult classifieds in order to keep juveniles off the site and to work proactively with law enforcement in their efforts to locate victims,” the company said.
“For the first time in the history of sex work, law enforcement has, because of the Internet, the ability to shine a light upon those who would abuse children.”

Who killed Rosie Larsen? Maybe the answer should be, “Who cares?”
Or better yet, “Everyone killed Rosie Larsen.”
Rosie, it seems now, isn’t just a kid who joined an escort service and got done in, but is a metaphor for our time. Or something equally huge centering around corruption and politics in Seattle.
I don’t know about you, but when I became the No. 1 fan of “The Killing,” it was because I was invested in who murdered the kid.
This was a great murder mystery scheduled to wrap in one season. Brilliant.
But then it didn’t wrap, even though week after week we were handed yet another sure-thing suspect who didn’t pan out.

The pickup driver was heading in the proper direction on the collector-distributor when he saw headlights coming straight toward him.
Although he slammed on his brakes and attempted to steer away, the Lexus hit his pickup nearly head-on.
Cartillar was ejected through the front windshield and ended up pinned between the curb and the Lexus. She was killed immediately, according to court documents.
Hill was trapped in the driver’s seat with a broken arm. Police who responded to the crash noted several signs that she was intoxicated. A blood sample taken 2 1/2 hours after the crash showed her blood-alcohol level was still at .21g/100mL, which indicates “gross impairment,” court records show.
Hill is free on $100,000 bail, awaiting arraignment on April 9 in King County Superior Court.
Court documents show that Hill is a repeat DUI offender who also was convicted of protitution and promoting prostitution in 2008.

A man who stabbed a young woman with a knife picked her up near Aurora Avenue North and North 87th Street, police say. (Google Maps)
A man investigated for serial rape of Portland prostitutes is also being investigated for a rape case in Seattle, and police say the man may be a corrections officer.
Last year in Portland, a man confront two prostitutes and threatened them with a knife. He raped one of the women. The other fought back when he tried to rape her and escaped with stab wounds.
Records show the person of interest in the Portland cases lives out of state with his family and that in one of those attacks the suspect drove a rental car. Police learned the car was rented in July 2011.

Even on patrol, Legate had difficulties in the corrupt department, quarrelling with fellow cops and underworld characters on his Central District beat. The area was known for prostitution, and shortly before his death Legate, and his sergeant, E.W. Pielow, were reprimanded for not keeping hookers out of their district.
“I learned that Legate had threatened an exposure which would have enmeshed fellow patrolmen, their superior officers, and certain underworld figures,” Severyns wrote in Oct. 1926.
Before he was killed, Legate walked his beat near what’s now 12th Avenue South and South Jackson Street. He used a police call box about 1 a.m. – and that was the last anyone heard from him.
A prostitute told police Legate was with two men and another prostitute outside the garage, and evidence shows there was a struggle inside Legate’s car. The drops of blood on the running board show the officer fought for his life, Low said.

Further investigation revealed that BRAUN recruited a 16-year-old female to work for him as a prostitute. BRAUN forced the teen to give him all her earnings, and he hit, slapped, and threatened her. At the sentencing hearing United States District Judge Benjamin Settle said, “It can hardly be overstated the devastation to young women who get involved in this lifestyle.”
According to records filed in the case, BRAUN has previous convictions for assault, burglary, cocaine delivery, possession of stolen property and unlawful possession of a firearm. As a convicted felon, he is barred from possessing firearms.

Following BRAUN’s arrest investigators interviewed a 16-year-old female who had been working for BRAUN as a prostitute. BRAUN recruited her in November 2010 and showed her how to advertise on backpage.com for prostitution services. BRAUN took all her earnings and threatened her with a gun or hit her if she did not do as he ordered.
