A convicted felon with what prosecutors call an “egregious criminal record” is accused of holding a woman against her will while impersonating a police officer and pressuring her to perform sex acts.
Julian D. Tarver, 25, of Seattle has been charged with first-degree kidnapping, first-degree criminal impersonation and first-degree attempted extortion in an incident that occurred at his home on Aug. 21.
According to court documents, Tarver called a California-based escort service and asked that someone be sent to his home in the 700 block of North 95th Street.
Shortly after a woman arrived, Tarver allegedly flashed a badge and said he was an undercover Seattle police officer working on a sting operation. He told her U.S. marshals were stationed outside and that if she tried to flee, “they would ‘fire or take you down,’” the statement said.
